How Abyan Governor was Able to Rebuild the Governorate after it was Destroyed by Wars for a Decade, Part 1

Since 2010, Abyan Governorate has entered into successive wars with the terrorist organizations "Ansar al-Sharia", affiliated with Al-Qaeda in the Arabian Peninsula, including the Houthi militia war.

These wars completely destroyed the infrastructure, destroyed citizens' homes and farms in Abyan Governorate.

These wars prompted the governors and local authorities in Abyan to flee to the governorates of Aden and Lahj, and they were unable to confront them.

Abyan Front in 2016 war against the Houthi militias provided the best young men due to lack of experience in fighting, which enabled Houthi snipers to target them with bullets and mortars.

At that time, President Abd Rabbuh Mansour Hadi issued a decision assigning Major General Abu Bakr Hussein to command Abyan Front.

Major General Abu Bakr Hussein took over the duties of Abyan Front. He held meetings with the leaders of the Fronts, including the popular committees at the time, the Southern Movement, and other leaders of the resistance fronts.

He explained to them the general situation of the front and that it was a defense front, and explained how to entrench and fortify, which reduced losses compared to what they were before he took over Abyan Front.

Major General Abu Bakr Hussein participated in the war to liberate the governorate from the Houthi coup militias.

Here, specifically on March 12, 2017, President Abd Rabbuh Mansour Hadi issued a presidential decree appointing Major General Abu Bakr Hussein Salem as governor of Abyan Governorate.

The Governor of Abyan, Major General Abu Bakr Hussein, adopted a policy to preserve freedom of expression and respect opinions and work silently in the service of Abyan Governorate.

In this part of our report, we highlight the achievements achieved by Major General Abu Bakr Hussein in Abyan Governorate.

The most important security achievement added to the liberation of Abyan from the Houthi militias is as narrated by a senior security commander in the Security Belts who said about the Governor of Abyan, Major General Abu Bakr Hussein:

 

The governor succeeded in preventing Abyan from having a fate similar to the fate of Shabwa Governorate, and the governor was a point of rapprochement between the forces in the governorate, whether forces affiliated with the legitimate government or the southern forces.

The governor of Abyan was asked to make Abyan like Shabwa, and he will be rewarded with projects and support, as happened with the governor of Shabwa. The governor rejected this, and was punished by stopping all projects and support for Abyan.

The security commander added: Governor Abu Bakr Hussein made our work easy, we exchanged information with him, and frankly, he was a great factor of stability for Abyan Governorate.

Accepting the Difficult Task:

Governor Abu Bakr Hussein took over the leadership of the governorate while it went through fierce wars that destroyed everything, this is a courageous position if someone else was afraid of failure and withdrew.

However, the governor, Major General Abu Bakr Hussein, was not afraid, and took over the governorate, all of the infrastructure destroyed by the wars.

He started work from scratch, and was able to rebuild the infrastructure, regained government buildings from their attackers, and return them to the embrace of the state.

He restored the prestige of government facilities, and worked away from the media, until Abyan was able to breathe a sigh of relief and begin returning to its normal life.

Depriving Abyan of the projects was a form of punishment for the governor, which did not stand in the way of working with what was available and as much as possible, and it became a major success factor.

On the Security Level:

On the security level, the Governor, Major General Abu Bakr Hussein, was able to bring together all the armed and security forces within the governorate and not disperse them, and to function as an integrated whole, which laid the foundations of security and safety in Abyan Governorate after more than a decade of wars with terrorism.

His Participation in the Victory over Terrorism:

During the era of the former governors, Abyan fell into the hands of terrorist and extremist groups, including Zanzibar, the capital of the governorate, and Khanfar, the largest district in Abyan, as well as all the central districts that fell during the era of the former governors, in the hands of Ansar al-Sharia, affiliated with Al-Qaeda in the Arabian Peninsula.

The governors and all the local authorities fled, and the citizens were displaced.

During the era of Major General Abu Bakr Hussein, who participated in the fight against terrorism side by side with the armed forces and the southern security belts, while he was in the governorate and did not escape from it with the rest of the local authority. Major General Abu Bakr Hussein achieved great success in his fight against terrorism and Abyan was victorious after he united all the military and security forces within the governorate and directed them to fighting terrorism.

On Education Level:

After the wars that took place in Abyan Governorate and the return of the displaced people whose homes were destroyed, as well as the displaced people from the northern governorates who went to schools and institutes and lived there.

The governor was able to provide the displaced with suitable safe places, emptied the schools, and dispatched the engineering teams that worked to renovate those schools to return receiving students and began the wheel of education.

The Governor of Abyan also rehabilitated the education offices that were destroyed in the war, including, for example, the Education Office in Khanfar District.

The governor achieved great success at the level of education, schools resumed, education resumed, and the educational leadership he chose was of good faith and made great efforts to restore and stabilize education.

On Waste Water Level :

Abyan faced a major problem in providing clean drinking water during the era of previous governors who were unable to find any appropriate solutions.

When Governor Abu Bakr Hussein took over the governorate after the war destroyed the water wells and pumps, the governor and the leadership of the General Corporation for Water and Sanitation made great efforts to communicate with the organizations that dug the wells and provided them with pumps.

One of the most important of these achievements is the return of the Greater Aden Water Project to work again to benefit the governorates of Abyan and Aden for water supply.

Water now reaches citizens, except for a defect or occasional malfunction in the delivery pipes.

One of the most important achievements of the Governor of Abyan, Major General Abu Bakr Hussein Salem, is “Lawdar Strategic Water Project,” which was implemented by the Emirates Red Crescent, which delivered water to the districts of Lawdar and Mudia, which had suffered from water shortages for 20 years.

In the Health Sector:

The health sector received high priority for the Governor, Major General Abu Bakr Hussein Salem, who achieved many achievements, including, but not limited to:

- Rehabilitation of Al-Razi General Hospital in Abyan with international standards.

- Establishing an oxygen plant in the governorate capital.

- Construction of operating rooms in Zanzibar General Hospital.

- Construction of Covid-19 centre in the provincial capital

- Upgrading Lowdar Hospital to a general hospital.

- Building an oxygen plant in Lawdar District.

- Building health units in the villages and regions of Abyan.

- Rehabilitating many health centers to provide hospital services to relieve citizens of the burden of transportation. An example of this is the health center in Al-Koud, which has a general practitioner, an obstetrician and gynecologist, laboratories that conduct free examinations or for nominal amounts, and a pharmacy that dispenses free medicines. The center receives obstetrics and gynecology cases.

- His interest in the health institute affiliated with the Amin Nasher Institute, and adding new specializations to develop health work in the governorate.

- Restoring the organizations' confidence in the governorate, after all the organizations had left it.
