President Aidarous Qassem Al-Zubaidi, President of the Southern Transitional Council, issued decrees 8, 9, 11, 12, 13, 14, 15 of 2023, based on the proposal of the Council Restructuring Committee, and the presentation of the council's Presidium, which regulates the work of the Council’s bodies.

 The decrees included the internal regulations of each of the General Secretariat of the Presidium, the Institutional Development Authority, the Office of the President of the Council, the Department of Administrative and Financial Monitoring and Inspection, and a number of seven other bodies assisting the Council's Presidium, the Office of Financial and Administrative Affairs, and the system of appointment and sanctions in the Council.

 The last decrees stipulated that they should be implemented from the date of their issuance, and that any previous decisions that contradict their provisions be canceled and published in the Official Gazette.

 These decrees come in implementation of the directives of the Council's President regarding the modernization and development of the Council's work mechanisms, the completion of the regulations of its bodies, the activation of the mechanisms of supervision, control, monitoring, evaluation, accountability, motivation when carrying out tasks, and keeping pace with the changes, which the Restructuring Committee contributed to in preparing to achieve this goal.
