The President of the Southern Transitional Council issued decree No. (4) of 2023 on Monday 8/5/2023, regarding the establishment of the Supreme Executive Leadership of the  Southern Transitional Council's Presidium, according the following:

 Article (1): The Supreme Executive Leadership of the Southern Transitional Council's Presidium

 shall establish a supreme central body in the Council.

 Article (2): The Supreme Executive Leadership includes in its membership the ministers of the south in the parity government, the governors of the southern governorates, and whomever the Council's Presidium deems necessary to add to its membership.

Article (3): The members of the supreme executive leadership have the rights and duties of the members of the Presidium during the implementation of their duties.

 Article (4): The Council's President may add to membership whomever he deems necessary from among the senior southern leaders in the central state bodies.

 Article (5): The internal regulations of the supreme executive leadership of the Presidium determine its organizational structure, tasks and specializations. It is issued by a decision of the Council's President.

 As stated in the last article

 Article (6): This decree stipulates that it will come into effect from the date of its issuance, and it will be published in the Official Gazette and the Southern Transitional Council’s media.
